Horizons FCU’s Click and Pay is an online service that allows members to schedule and make payments to just about anyone within the United States. With Click and Pay you no longer have to write out checks, address envelopes, buy stamps or make a trip to the mailbox. The task of paying bills is quick and easy.

  • Set reminders so you never miss a payment!

Horizons Click and Pay is secure as well as convenient. Encrypted and featuring SSL technology, you’ll be automatically signed out if your session is inactive for more than 15 minutes. Click and Pay requires you to choose challenge questions and answers for your protection. If you answer incorrectly three times, you’ll be locked out of your account. If that happens, give us a call at (607) 724-5876 and we can unlock the account once we’ve verified that you are the person trying to access it – not someone else. You also have the option to reset your own password before you become locked out.

Horizons Click and Pay is FREE for all members who regularly use the service!

Some fees apply for additional services:

  • Next Business Day delivery: $35.00
  • Next Business Day electronic delivery: $5.00
  • Person-to-Person (P2P) payments using PayPal: $2.00
  • Non-Sufficient (NSF) Funds and Uncollected Funds; Check or Electronic: $25.00
  • Stop payment fee for checks: $25.00
  • Compact Disc orders of Click and Pay history: $20.00 plus shipping & handling. Annual listing and sent after year end if requested.
  • Fee after three consecutive months of inactivity: $4.95 per month until active or account closed.

  • Previous bill payer users do not need to enroll as a new user in the new Click and Pay system. Please login using your previous user name.
  • Existing Click and Pay users will be asked to change passwords every 90 days for your protection.

Please keep in mind that the On-line Bill Payment Service is restricted to a member’s personal checking account. In addition, payments of alimony, child support, taxes or other governmental fees or court directed payments are not allowed.

On-line bill payments are made electronically (to payees who can receive electronic payments) on the “send date” you select. Funds are automatically taken from your checking account one business day later via ACH settlement. Paper checks are mailed to payees on the “send date” you select. Send dates for items sent by check should allow for US mail delivery time. Paper checks clear your checking account just as if you had written the check yourself. An estimated delivery date appears below the send date, on the payment screen, when you submit payments.

Signing up is easy! Click on the Horizons Click and Pay button at our homepage, then click the “Enroll Now” link, fill out the enrollment form and you’re all set!

You must agree to the Click and Pay Terms & Conditions that will be displayed when you initially sign-on.

Once users have successfully signed up for the Click and Pay system, you will be able to set up your payee list by following a few simple steps. It is important, however, to follow the steps exactly; otherwise your imputed information may be rejected. The Bill Payment Help Button should be able to answer any questions you have about the service.

On October 1, 2021, our operating systems will begin to merge. You will not be able to access your Horizons accounts online at the close of business Thursday, September 30, 2021 while we complete the system merge. All branches, including the Binghamton Main Street Branch, will be closed Friday, October 1, 2021 and Saturday, October 2, 2021. Beginning Monday, October 4, 2021 you will be able to register to access your account online and/or at any current branch location, as well as the Johnson City branch located at 760 Harry L Drive in Johnson City. Once registered, you can enjoy all the online benefits of Empower Federal Credit Union membership.
